Shipping to Eswatini

Eswatini, formerly Swaziland, a name some rate cards, shipping documents and even its own Ministry of Finance pages still use, is in the Southern African Customs Union with South Africa. Cars for it are landed at Durban, where RoRo vehicles come ashore at the Durban Car Terminal run by Transnet Port Terminals, and go on by road across the border. Whether a car can go at all is settled by an import permit, which has to be in hand before the car arrives.

A permit before import, and an age limit

A used car needs an Eswatini import permit before it is imported. Permits come from the Ministry of Finance under the Import Control Order of 1976, read with the Customs Act, and are needed for goods from outside the Customs Union, which includes anything shipped from the UK. The Ministry's published conditions say no permit is approved for a vehicle more than 15 years old, and that a private applicant may import no more than one motor vehicle in 12 months. The WTO's 2023 trade policy review of the Southern African Customs Union lists motor vehicles older than 10 years among Eswatini's import prohibitions, so ask the Ministry to confirm the age limit when applying. The application needs the invoice or pro forma invoice with the car's engine number, chassis number and year of manufacture, plus the applicant's passport and tax clearance certificate. Goods that need a permit and arrive without one are detained, and the importer faces fines and seizure. Customs in Eswatini is run by the Eswatini Revenue Service. A clearing agent acting for the importer lodges a bill of entry with the supplier's invoice and the import permit, and customs then sets the final value for duty and issues a Customs Clearance certificate.

  • Bank transfer preferred. Card payments up to £5,000, with no fee on personal debit or credit cards.
  • Letters of credit, cheques, money orders and cash are not accepted.

UK Preferential Origin (Reduced Import Duty)

Some UK-built vehicles may qualify for reduced or zero import duty. That depends on the UK having a trade agreement with the destination country and on the car meeting that agreement's rules of origin. During your quote, we'll confirm whether the vehicle you're interested in qualifies.

VAT-free Supply of VAT-Qualifying (VATQ) Cars

A VAT-registered dealer can sell a new car, or a used car that carries VAT on its full price, free of UK VAT when it is exported and HMRC's conditions are met. Used cars of that kind are known in the trade as VAT-qualifying: typically ex-rental or ex-lease cars, where the hire or leasing company reclaimed the VAT when it bought them. On a VAT-inclusive price, the VAT is one-sixth. A used car sold under the second-hand margin scheme is different: VAT is due only on the dealer's margin, and HMRC does not let a dealer zero-rate it as an ordinary export. We are not VAT registered, so the saving comes off the dealer's price, not as a refund from us. We arrange the export to Eswatini and give the dealer the proof of export it needs.

HMRC's Personal Export Scheme (PES)

The Personal Export Scheme lets overseas visitors and UK residents who are leaving the UK, and will stay outside it with the car for at least six months, buy a car free of VAT and use it here before it is exported. Only VAT-registered businesses can operate the scheme, so you buy from a dealer that runs it. The car must leave within 12 months of delivery for an overseas visitor, or 6 months for a UK resident, or the VAT becomes payable. Do I need a permit before shipping a used car to Eswatini?

Yes. Used motor vehicles are on the Ministry of Finance's list of goods that need an import permit when they come from outside the Southern African Customs Union, and the permit has to be in place before the car is imported. The Ministry's published conditions say no permit is approved for a vehicle more than 15 years old, but the WTO's 2023 review of the customs union lists vehicles older than 10 years as prohibited, so confirm the limit with the Ministry before the car is bought. A car that arrives without a permit is detained, so apply as soon as the car is chosen: the application needs its engine number, chassis number and year of manufacture.

Can I import more than one car to Eswatini in a year?

Not as a private individual. The Ministry of Finance's permit conditions allow a private applicant no more than one motor vehicle within 12 months. A business can apply for a commercial import permit instead, with its certificate of incorporation, trading licence, tax clearance certificate and the suppliers' pro forma invoices, and the Ministry inspects the premises before granting one. The Ministry's 15-year condition applies to both kinds of permit.
