Shipping to the Northern Mariana Islands

The main port is the Port of Saipan on Tanapag Harbor, run by the Commonwealth Ports Authority. The Ports Authority lists no RoRo berth among its facilities, so cars cross the commercial dock with the containers; our Saipan port guide has more. Nothing sails there from the UK. Matson carries cars from Long Beach and its other West Coast terminals to Guam and on to Saipan, and Kyowa Shipping's Micronesia Service calls at Saipan on its route from Busan, on ramp-equipped ships that carry vehicles.

The islands sit outside US customs territory, and the Division of Customs and Quarantine of the CNMI Department of Finance runs their customs and collects excise tax. Its prohibited imports include motor vehicles not covered by a US safety certification, unless federal law exempts them.

The federal standards apply on Saipan

A car less than 25 years old that was not built to US Federal Motor Vehicle Safety Standards, which means any UK-market car, cannot be imported into the Northern Mariana Islands permanently. Federal vehicle safety law counts the islands as a State, and the National Highway Traffic Safety Administration has said that importing a non-compliant vehicle there breaks federal law. Since Public Law 22-26 took effect in January 2023, Commonwealth law also registers a car only with a US certification of compliance or a federal exemption; the law was passed expressly to let right-hand-drive cars of 25 years or more be imported and registered. The 25 years run from the date of manufacture, so send us the details of the classic you are after and we will confirm it qualifies before we book.

For a car that qualifies on age, the importer files a declaration with the Customs Division showing the exemption, modelled on the US import declaration; salvage and reconstructed vehicles are banned outright. Registration is with the Bureau of Motor Vehicles of the Department of Public Safety in Susupe, Saipan, on proof of ownership, the certification or exemption, and liability insurance.

We handle the UK side: sourcing, tax-free supply from the selling dealer where the car qualifies, collection from any UK address, UK customs clearance and export documents, and loading. Sailings leave from Liverpool, Southampton, Felixstowe and London Gateway. We can arrange the onward leg from Long Beach or Busan, clearance into the Northern Mariana Islands and registration through a local agent, quoted separately, or work with an agent of your choice.

Documentation Required for Booking

  • Car Registration Document (V5 or Logbook) and Vehicle Invoice (or value).
  • ID (one government-issued photo ID and one utility bill showing address).

  • A £1,000 deposit secures a vehicle we source or buy for you. It is part of the price, not an extra fee. If you cancel, our terms and conditions say what is refunded.
  • The balance is due in full, in cleared funds, before the vehicle is loaded, unless your quotation sets out different terms.
  • Bank transfer preferred. Card payments up to £5,000, with no fee on personal debit or credit cards.
  • Letters of credit, cheques, money orders and cash are not accepted.

Tax-Free Vehicle Supply and UK VAT

UK Preferential Origin (Reduced Import Duty)

Some UK-built vehicles may qualify for reduced or zero import duty. That depends on the UK having a trade agreement with the destination country and on the car meeting that agreement's rules of origin. During your quote, we'll confirm whether the vehicle you're interested in qualifies.

VAT-free Supply of VAT-Qualifying (VATQ) Cars

A VAT-registered dealer can sell a new car, or a used car that carries VAT on its full price, free of UK VAT when it is exported and HMRC's conditions are met. Used cars of that kind are known in the trade as VAT-qualifying: typically ex-rental or ex-lease cars, where the hire or leasing company reclaimed the VAT when it bought them. On a VAT-inclusive price, the VAT is one-sixth. A used car sold under the second-hand margin scheme is different: VAT is due only on the dealer's margin, and HMRC does not let a dealer zero-rate it as an ordinary export. We are not VAT registered, so the saving comes off the dealer's price, not as a refund from us. We arrange the export to the Northern Mariana Islands and give the dealer the proof of export it needs.

HMRC's Personal Export Scheme (PES)

The Personal Export Scheme lets overseas visitors and UK residents who are leaving the UK, and will stay outside it with the car for at least six months, buy a car free of VAT and use it here before it is exported. Only VAT-registered businesses can operate the scheme, so you buy from a dealer that runs it. The car must leave within 12 months of delivery for an overseas visitor, or 6 months for a UK resident, or the VAT becomes payable. Can I ship a classic car from the UK to the Northern Mariana Islands?

Yes, if it is at least 25 years old, counted from its date of manufacture. Federal law lets a car that old be imported without meeting the US Federal Motor Vehicle Safety Standards, and since Public Law 22-26 took effect on 6 January 2023 the Commonwealth allows right-hand-drive vehicles of 25 years or more to be imported and registered. A younger UK-market car does not qualify. The importer files a declaration with the Customs Division setting out the exemption, and salvage or reconstructed vehicles cannot be imported at all. Import duty, taxes and registration fees are paid by the importer.

What happens if a car that does not qualify is shipped to the Northern Mariana Islands?

Commonwealth law treats it as contraband. The shipping company that carried it is strictly liable to ship it straight back to where it was loaded, and is fined US$500 a car for each day it fails to remove it. The importer also faces a civil penalty of US$500 a vehicle. That is why we confirm a car's age and paperwork before we book the sailing, not after it lands.
