Shipping to Samoa

Samoa's international port is Matautu wharf in Apia, on the north coast of Upolu, and the Samoa Ports Authority runs it. No ship sails there from the UK, so the car goes to Auckland and changes ship. Neptune Pacific's NZPAC service sails from Auckland to Apia every week, and Pacific Forum Line, owned since 2014 by the Government of Samoa and Neptune Pacific, lists Apia on the same route. Samoa has driven on the left since 7 September 2009. The government changed sides to bring Samoa into line with New Zealand and Australia, and so that Samoans living there could ship used right-hand-drive cars home to relatives. The Land Transport Authority's road code now tells drivers to keep left of the centre line at all times. A right-hand-drive UK car suits those roads.

Ten years old at most

Samoa does not allow a vehicle more than 10 years old, counted from its year of manufacture, to be imported, so an older UK car cannot be landed at Apia. Samoa's Ministry of Customs gives the example of a car built in 2009, which could be imported up to 2019 and no later, so a car close to the limit has to arrive before the year turns; allow for the weeks of sailing and transhipment via Auckland when you choose one. At the wharf, Customs and Quarantine officers examine the car together. The Ministry of Customs says every imported vehicle is physically examined, and Quarantine charges a fee to water-blast each one. Registration then goes through the Land Transport Authority, whose vehicle licensing sections are at Vaitele on Upolu and Salelologa on Savai'i.

The UK end is ours: sourcing the car, tax-free supply from the selling dealer where the car qualifies, collection from any UK address, UK customs clearance and export documentation, and loading onto the ship. Sailings leave from London Gateway, Southampton, Liverpool, Felixstowe, Bristol and Newcastle. We can arrange the leg from Auckland to Apia, clearance into Samoa and registration through a local agent, quoted separately, or work with an agent of your choice.

Documentation Required for Booking

  • Car Registration Document (V5 or Logbook) and Vehicle Invoice (or value).
  • ID (one government-issued photo ID and one utility bill showing address).

Payment Terms / Modes

  • A £1,000 deposit secures a vehicle we source or buy for you. It is part of the price, not an extra fee. If you cancel, our terms and conditions say what is refunded.
  • The balance is due in full, in cleared funds, before the vehicle is loaded, unless your quotation sets out different terms.
  • Bank transfer preferred. Card payments up to £5,000, with no fee on personal debit or credit cards.
  • Letters of credit, cheques, money orders and cash are not accepted.

Tax-Free Vehicle Supply and UK VAT

UK Preferential Origin (Reduced Import Duty)

Some UK-built vehicles may qualify for reduced or zero import duty. That depends on the UK having a trade agreement with the destination country and on the car meeting that agreement's rules of origin. During your quote, we'll confirm whether the vehicle you're interested in qualifies.

VAT-free Supply of VAT-Qualifying (VATQ) Cars

A VAT-registered dealer can sell a new car, or a used car that carries VAT on its full price, free of UK VAT when it is exported and HMRC's conditions are met. Used cars of that kind are known in the trade as VAT-qualifying: typically ex-rental or ex-lease cars, where the hire or leasing company reclaimed the VAT when it bought them. On a VAT-inclusive price, the VAT is one-sixth. A used car sold under the second-hand margin scheme is different: VAT is due only on the dealer's margin, and HMRC does not let a dealer zero-rate it as an ordinary export. We are not VAT registered, so the saving comes off the dealer's price, not as a refund from us. We arrange the export to Samoa and give the dealer the proof of export it needs.

HMRC's Personal Export Scheme (PES)

The Personal Export Scheme lets overseas visitors and UK residents who are leaving the UK, and will stay outside it with the car for at least six months, buy a car free of VAT and use it here before it is exported. Only VAT-registered businesses can operate the scheme, so you buy from a dealer that runs it. The car must leave within 12 months of delivery for an overseas visitor, or 6 months for a UK resident, or the VAT becomes payable. Can I ship a car more than ten years old to Samoa?

Not as a rule. Samoa's Ministry of Customs admits a vehicle only if it is 10 years old or less from the year of manufacture, right- or left-hand drive alike. On its own example, a car built in 2009 could be imported up to 2019 and no later, so a car built in 2016 has to land by the end of 2026. Leave room for the sailing to Auckland and the feeder to Apia, or let us source a younger car. In 2023 the government opened an exception for farmers, who may apply to import certain farm vehicles up to 20 years old with a letter from the Ministry of Agriculture and Fisheries.

What paperwork does Samoa Customs need to clear the car?

Once wharfage is paid to the Samoa Ports Authority, the importer or their agent presents the bill of lading, the commercial invoice and the car's ownership and registration papers from the country it was exported from, and Customs and Quarantine examine the car together at Matautu wharf. For a UK car the registration paper is the V5C log book: its permanent export section goes to DVLA, and the rest is kept because it is needed to register the car abroad. We can arrange clearance in Apia and registration through a local agent, quoted separately, or work with an agent of your choice.
