Shipping to Madagascar

Toamasina, which the shipping lines list as Tamatave, is Madagascar's main international gateway, on the island's east coast. Its container terminal is run by Madagascar International Container Terminal Services (MICTSL), a subsidiary of the Philippine operator ICTSI, under a concession from SPAT, the Toamasina port authority, that now runs to 2040. Höegh Autoliners car carriers call there roll-on roll-off. Some container sailings change ship at Port Louis in Mauritius on the way, and the sailing table notes which.

Banned at the border

Madagascar does not allow right-hand-drive vehicles to be imported, so a UK-market car cannot be cleared at Toamasina. Its customs service, the Direction Générale des Douanes, lists vehicles with the steering on the right among those that may not enter the country, alongside vehicles that have been cut up. We will not book a right-hand-drive car to Madagascar and leave you with one you cannot use. Give us the make, model and specification you had in mind and we will source it in left-hand drive from the UK or the European market and handle the export from end to end.

Clearance in Madagascar has its own steps. Every customs entry has to be lodged by a licensed customs broker (commissionnaire agréé en douane). Before the car is imported, a cargo tracking note, the Bordereau de Suivi des Cargaisons (BSC), must be created for the shipment through SGS, and a used vehicle also goes through an identification check with GasyNet. Working vehicles carry age limits as well: customs admits a goods vehicle only if it is under 15 years old, and a public-transport vehicle only if it is under 10.

Our part starts in the UK: sourcing a left-hand-drive car, tax-free supply from the selling dealer where it qualifies, collection, UK export clearance and the sailing. Sailings leave from Southampton, London Gateway, Liverpool, Felixstowe and Newcastle. We can arrange customs clearance, registration and delivery to your door through a local agent, quoted separately, or work with an agent of your choice.

Documentation Required for Booking

  • Car Registration Document (V5 or Logbook) and Vehicle Invoice (or value).
  • ID (one government-issued photo ID and one utility bill showing address).

Payment Terms / Modes

  • A £1,000 deposit secures a vehicle we source or buy for you. It is part of the price, not an extra fee. If you cancel, our terms and conditions say what is refunded.
  • The balance is due in full, in cleared funds, before the vehicle is loaded, unless your quotation sets out different terms.
  • Bank transfer preferred. Card payments up to £5,000, with no fee on personal debit or credit cards.
  • Letters of credit, cheques, money orders and cash are not accepted.

Tax-Free Vehicle Supply and UK VAT

UK Preferential Origin (Reduced Import Duty)

Some UK-built vehicles may qualify for reduced or zero import duty. That depends on the UK having a trade agreement with the destination country and on the car meeting that agreement's rules of origin. During your quote, we'll confirm whether the vehicle you're interested in qualifies.

VAT-free Supply of VAT-Qualifying (VATQ) Cars

A VAT-registered dealer can sell a new car, or a used car that carries VAT on its full price, free of UK VAT when it is exported and HMRC's conditions are met. Used cars of that kind are known in the trade as VAT-qualifying: typically ex-rental or ex-lease cars, where the hire or leasing company reclaimed the VAT when it bought them. On a VAT-inclusive price, the VAT is one-sixth. A used car sold under the second-hand margin scheme is different: VAT is due only on the dealer's margin, and HMRC does not let a dealer zero-rate it as an ordinary export. We are not VAT registered, so the saving comes off the dealer's price, not as a refund from us. We arrange the export to Madagascar and give the dealer the proof of export it needs.

HMRC's Personal Export Scheme (PES)

The Personal Export Scheme lets overseas visitors and UK residents who are leaving the UK, and will stay outside it with the car for at least six months, buy a car free of VAT and use it here before it is exported. Only VAT-registered businesses can operate the scheme, so you buy from a dealer that runs it. The car must leave within 12 months of delivery for an overseas visitor, or 6 months for a UK resident, or the VAT becomes payable. Can a right-hand-drive car be imported into Madagascar?

No. Madagascar's customs service names vehicles with right-hand drive, and vehicles that have been cut up, as vehicles that cannot be imported, so a UK-market car cannot be cleared at Toamasina whatever its age or condition. If you want a particular model, we can find it in left-hand drive in the UK or elsewhere in Europe and ship that instead.

What does Madagascar customs ask for to clear a used car?

Its published FAQ lists a completed import information sheet (fiche de renseignement à l'importation), the original registration document, a copy of the bill of lading, a JIRAMA utility bill less than three months old, a national identity card or passport, and a certificate of residence. A BSC cargo tracking note has to exist for the shipment before import, the car must be identified through GasyNet, and the entry is lodged by a licensed customs broker. Duty, taxes and registration fees are the importer's. For a left-hand-drive car bought in the UK the registration document is the V5C: GOV.UK says to send its permanent export section to DVLA and keep the rest to register the car abroad.
