Shipping to Angola

Cars for Angola discharge at Luanda. Luanda's port is administered by the state company Porto de Luanda E.P., which says the port handles about 80% of Angola's imports and exports and has its quays split into seven terminals. The schedule above has both options: RoRo sailings usually take 4-5 weeks port to port, and container sailings 4-5 weeks, with some boxes transhipped on the way. Angola needs left-hand drive

Angola registers left-hand-drive vehicles only, so a car bought and registered in the UK cannot legally be put on the road there. The Ministry of the Interior banned the registration of right-hand-drive vehicles in July 2004, and the rule holds however good the car is. That is where our sourcing side comes in: tell us the model, year and budget you have in mind and we will find the left-hand-drive equivalent in the UK or the wider European market, inside the age limit below, and ship it to you exactly as we would any other order.

No more than five years from first registration

Presidential Decree 155/20 admits a used light vehicle, such as a car, only if it is no more than five years past its first registration. Heavy vehicles are allowed eight years, motorcycles three, and buses the same five as cars. ANTT, Angola's land transport agency, says importers who break the limit pay heavy fines, and some cars are sent back to the country they came from. The exceptions include collector cars, cars over 30 years old imported for cultural purposes, and the cars of Angolan diplomats, students and staff of Angolan companies coming home at the end of a posting abroad, who must show a work or student visa covering at least three years in the country the car comes from.

The same decree sets the paperwork. The importer has to show proof of ownership or of purchase, and a document from the country of origin recording the first registration and the latest ownership, with the dates clear. For a UK car those are normally the purchase invoice and the V5C, which DVLA tells exporters to keep for registering the car abroad. The car must still carry its maker's plate with the serial number and year of manufacture, and arrive on its last registration from the country of origin. Once it has landed, a car imported by its owner can be registered only after a technical inspection by the Serviços de Viação e Trânsito or a centre they certify.

  • ID (one government-issued photo ID and one utility bill showing address).

Payment Terms / Modes

  • A £1,000 deposit secures a vehicle we source or buy for you. It is part of the price, not an extra fee. If you cancel, our terms and conditions say what is refunded.
  • The balance is due in full, in cleared funds, before the vehicle is loaded, unless your quotation sets out different terms.
  • Bank transfer preferred. Card payments up to £5,000, with no fee on personal debit or credit cards.
  • Letters of credit, cheques, money orders and cash are not accepted.

Tax-Free Vehicle Supply and UK VAT

UK Preferential Origin (Reduced Import Duty)

Some UK-built vehicles may qualify for reduced or zero import duty. That depends on the UK having a trade agreement with the destination country and on the car meeting that agreement's rules of origin. During your quote, we'll confirm whether the vehicle you're interested in qualifies.

VAT-free Supply of VAT-Qualifying (VATQ) Cars

A VAT-registered dealer can sell a new car, or a used car that carries VAT on its full price, free of UK VAT when it is exported and HMRC's conditions are met. Used cars of that kind are known in the trade as VAT-qualifying: typically ex-rental or ex-lease cars, where the hire or leasing company reclaimed the VAT when it bought them. On a VAT-inclusive price, the VAT is one-sixth. A used car sold under the second-hand margin scheme is different: VAT is due only on the dealer's margin, and HMRC does not let a dealer zero-rate it as an ordinary export. We are not VAT registered, so the saving comes off the dealer's price, not as a refund from us. We arrange the export to Angola and give the dealer the proof of export it needs.

HMRC's Personal Export Scheme (PES)

The Personal Export Scheme lets overseas visitors and UK residents who are leaving the UK, and will stay outside it with the car for at least six months, buy a car free of VAT and use it here before it is exported. Only VAT-registered businesses can operate the scheme, so you buy from a dealer that runs it. The car must leave within 12 months of delivery for an overseas visitor, or 6 months for a UK resident, or the VAT becomes payable. Does a car need a pre-shipment inspection before it sails to Angola?

No. Presidential Decree 63/13 of June 2013 made pre-shipment inspection voluntary. The inspection that counts comes after arrival: a car imported directly by its owner can be registered only once it has passed a technical inspection by the Serviços de Viação e Trânsito or a centre they certify. What sea cargo for Angola does need is a loading certificate (certificado de embarque), taken out in the country of shipment through an authorised agent. It is still often called the CNCA certificate, after the national shippers' council that used to issue it; since the end of 2020 that job has belonged to ARCCLA, Angola's cargo certification agency.
